Altima 1997 climatisation fan problem

When I use my A/C or heather fan, I function only at maximum (4 on 1 to 4 intensity). I change my control panel and the problem still. Why and How con I fix it ? Is it in the car or under the hood ?

The fan resistor is located on the right side of dash.

Dunno the exact location of the resistor but if it was me I'll find the blower motor and follow the wires that goes to it backwards to the dash.
