Can the water pump cause the motor to act like it is seized up?

Hello,

A failed water pump will be unable to circulate coolant throughout the engine and that can cause it to overheat. However, it will not make the engine lock up.
If the pulley is seized it can break the serpentine belt.

An engine can get locked up due to lack of oil. Could be due to being very low on oil or a failed oil pump. It can also lock up if water gets inside.
