No start when cold

I have a 98 mitsubishi eclipse rs, 2.0. Manual transmission. When the temperature is below about 55 degrees outside it will crank but not start. No spark at spark plug. I have to jump it with another car. As soon as the jumper cables are on, it starts easily. New battery, new spark plugs, new wires, new tps, new fuel filter. Also if I let the car idle for a while (say about half an hour) when I drive, blue-ish smoke pours out the back for about a mile. Any help would be GREATLY appreciated!
ok. Just changed the crank position sensor with no success.

Double check the battery connections/inspect and test the ASD relay/Igniton switch/ Distributor/Coil connections.
