1999 Mercury Cougar Head Lights

A few weeks ago my car started to everytime I turned it over like my mileage and my R.P. Ms went all the way up and back down. It still starts everytime though, So I didnt really worry about it too much. Well about an hour ago Ii go to leave and my head lights wont come on, my boyfriend checked the fuse and its okay. Do you know why it could be doing this?

My 2000 cougar did the same thing for a few weeks (except it was my interior lights instead of my headlights). I checked and rechecked the fuses under the driver side dash. I wiggled all of the wires going into the fuse box and the problems went away. It has been about two weeks now and still no issues. I'm guessing there is a faulty wire going into the fuse box.
