the rear headrests will not go down?

Hello Try checking fuse #5 by following this guide below and removing the headrests then lubricating mounts with WD40. https://www.2carpros.com/articles/how-to-check-a-car-fuse

Still can't believe this happened, but the rear driver side seat belt is caught behind the corresponding headrest and has become taught so the belt cannot be lifted over the headrest to return to normal position.

To repair, do we have to remove the headrest? If so, how? Or is there a way to release the seatbelt so it can be stretched over the headrest?

There should be a release button on the bottom of the headrest where it mounts to the seat. Other than that, you need to unbolt the seatbelt.
