2004 Mazda 3 sterring wheel shimmy

My daughter hit a curb and bent two rims and ruined two tires. I purchased 4 new tires and rims and had them installed, balanced and aligned. The car steering wheel shimmys andl shakes at certain speeds. It comes and goes also. I looked under neath but no noticable damage except one strut has a dent on the outside wall. Could a damaged strut cause this, or a bent tie rod. How can you tell if a tie rod is bent?

Is it safe for her to drive?
