If this is only the left rear tail lamp bulb that is always on then you have a short to power somewhere on just that circuit. The way we test this is to test for power at the bulb to isolate which wire you have power on. Then start back tracking through the system until you find where you do not have power on that wire any longer. At that point you past your issue. However, since there is a splice that ties in both rear tail lamps, your issue is going to be on just the leg of wire for the left side. I highlighted that in the wiring diagram.
The other way to fix it is to just run a new wire from where you find you don't have power on that wire. So I assume you will not have power on the splice since the right tail light is not on, so just run a new wire from the the splice to the bulb. Let me know if you are not sure how to cut and solder in a new wire and we can get more detail on that.
