Since there is a lack of power, the first thing I would suspect is a partially plugged catalytic converter. Here are two links. The first describes the symptoms of a bad converter and the second describes how to check it.

Next, is the check engine light staying on all the time? If so, you need to scan the computer to identify what trouble codes are stored. That will be very helpful in the diagnosis process. Here is a video that shows how to use one. I realize most people do not own one. However, if that is the case, most parts stores will scan it for you at no charge.
