Hesitation and power loss after shifting into second gear around 2400 to 3000 rpm and steady on the gas pedal engine falls flat, bogs down, rpm's drop quickly and gas pedal goes soft and carburetor can be heard throwing up air at the same time.

It may need a carburetor overhaul if it is a carburetor from years of use and alcohol in fuel causes all kinds of problem with old accelerator pumps as well as blockages. if it is fuel injection check fuel pressure with a gauge auto parts rent it. that can be the problem as well, see link.
