It was recommended that I have front brakes replaced

My car has 17,200 miles and I just had the 20,000 maintenance done. It was recommended that I have: 1) front brakes replaced - $147.00, 2) resurface front rotors - $120.00 and 3) balance and 4 wheel alignment - $140.00 done, totaling at least $510.00 including regular maintenance I had done. The 3rd recommendation I don't have a problem with, but the 1st 2 seems a little troubling to me. I only had the regular maintenance done and said I would do the recommended items at a later time. Are they really necessary at this time? How do I do the brakes? Thank you, SAM
