The chatter is the relays coming to life so to speak when the key is turned on and power is distributed. One relay is going to the fuel pump and allowing it to run the initial few seconds that pressurises the fuel system. Have them check the fuel pressure and see what it is reading. Also do this with just the key turned on and also take note of it when it is running. Then turn the key off and moniter the fuel pressure, it will drop a little but the regulator should hold pressure at the gauge, whatch to see if it slowly bleeds off.
