2000 Jeep Cherokee Starting

When trying to start the jeep it will stutter like its going to start, but doesnt turn over and actually start. Sometimes it takes 5 seconds to turn over, other times 10 seconds, and sometimes 3 or 4 try within 10 minutes. It eventually starts and runs normal but does the same thing the next time you try and start it. Would it be the fuel pump or the starter? And how hard is it to fix by yourself?

If the starter is turning the engine over, I would say it is fine. Has the check engine light come on? Also, here is the how to for checking fuel pump pressure. It could be the pump.
