1991 Jeep Cherokee low volts for fuel circuit

Im only gettin 1.84 volts at resistor which is located on the driver front fender. it runs part of the fuel circuit. Ive got good voltage everywhere else why not here?

Is that voltage in or out? Also, make sure the wires are not corroded or internally damaged. Follow the wire to its source to determine if the wire or the source is the problem.

I cut into the wire leading out of the fuse box that leads to the resistor and out of there it read the same about 1.80 or close. I decided I'd check different circuit so i tested the map sensor It also had only bout 1.80 volts and that is a completely different circuit than the fuel. I pulled the new auto shutdown relay out and tried to replace it with another and I was back to nothing. So I put the relay I had pulled out back in and now dont have anything at all again going to the resistor. The wires leading into the fuse box has full 12.50 volts around there. And I lost my spark again.
