It sounds like you have a short.
It may be EZ to fix. Or Not!
My approach would be remove the bulbs to the front end (all that burn when park lights are on. Sidemarkers too). Install fuse. If it blows. Reinstall the bulbs.
Then do the same for the rear. Install fuseBlow or not?
Should Either FRONT OR REAR. NOT BLOW THE FUSE. Install the bulbs one at a time, with PARK LIGHTS ON. Till you blow the fuse

Investigate that circuit (the wires for that particular light) for a short
I hope you just come across a bulb that is maybe installed incorrectly.
On CJs sometimes the socket, itself falls apart inside causing a short (below the contacts you can see). The test above. With the bulbs out, MAY or MAY NOT expose a bad socket.
If you have a TOWING PIGTAIL insure it is not poorly taped up and rubbing something.
