Here is the tie rod end torque secs plus a guide to help walk you through the job with instruction in the diagrams below to show you how on your car.

Install a new outer tie rod nut.

Tighten the nut to 25 N.m (18 lb ft) plus 90 degrees.

I have a 2007 Cobalt also and I went through the same problem with my car. The noise started on one side then the other side started making it too. It is the control arm bushings. They get moved out of position from hitting potholes and bumps in the road. I had them replaced now my car is as good as new.
