Key will not turn

I got a new ignition cylinder from the dealer I have the same issues key won't turn. after l monkey with it for a while it will eventually turn. Also, my steering wheel does not lock. I bought the vehicle about a month ago. Hammering on the key would usually get it to turn but that doesn't even seem to work anymore.
