The computer code is B1676. I did a diagnosis I read on this site using heater control panel. The code came back as 27 98, 12 65

The B1676 code deals with the ABS. When the Anti-Lock Brake System (ABS) module detects system voltage is less than 9 volts or grater than 19 volts for more than 8 seconds, it will set this code. As far as this code, you need to check both the battery and the alternator for proper performance, and I don't feel it is related to the heating issue.

As far as the heat, you have a duel climate control in this vehicle. As a result, you have two blend air doors near the heater core which determine the air temp from the system. Since you are getting heat all the time, one of the blend air doors must either be stuck or the actuator isn't working properly. That is what needs checked first.
