Timing Belt Issues

1995 Hyundai Elantra 106,000 Miles. The basic problem is it has no acceleration from start. It is a manual and has been to the dealership for a diagnostic check for a possible electrical problem. They said it might be a bad catalytic converter and so we got it checked out at an exhaust shop and they said everything is fine and it might be the belt is timed wrong. The belt does look new and feels tight on there. Would the car be performing this way because the belt was timed wrong when a new belt was put on? Any help would be appreciated.

Did you just get this car? If the belt was replaced before you bought the car, and the timing was off, I would think it would have never run good since you had it. If it jumped a notch on the belt, I would think it would have been very noticable when it happened.
If you think it may be off, then uncover the belt and check the timing marks.
