How do I check/set the timing

I have an OBD reader and I am showing 15 degrees advanced at 3,000 RPM. Is this the recommended timing and how do I set it? I am doing this because I am getting 12MPG and very little horse power. I checked the catalytic converter and it good so I am going to the next thing that could be ruining the horse power and gas mileage.

Good evening.

The ECM controls the ignition timing and is not adjustable. That does sound right.

How did you check the cat converter? The way to check it is to measure the back pressure while running. You insert a gauge in the hole for the O2 sensor and check the pressure while running.

I would also check the fuel pressure. That, along with the catalytic converter, will cause your issue.

Lastly, I would check the compression.

Thank you Roy for your quick response. I checked the catalytic converter by cutting it off and I could see all of the tubes were clear and clean, but to take extra measures I hollowed out the inside of the catalytic converter and installed two spark plug non-fouler's and drilled one to fit the 02 sensor for a cheat so I do not get a code and welded it back on. I am a pipe welder so it was no problem. I am not using it as a daily driver so I did this to make sure this was 100% not the problem during my process of elimination. I will try the fuel pressure and compression test next and after the problem is found and fixed I will install another cat. Again, thank you very much and I will update you on the progress feel free to bring up any other suggestions.
