Nice work on the video. I cannot tell the engine has compression so that is not the issue, but with the key on not turning the engine over can you hear the fuel pump run in the tank for five seconds? Here is a guide to help as get started. Also will it run on starting fluid?

Thanks for responding Mr. Ken.
I forgot to mention that this problem not always happening
in normal condition (when the van starts ) that same lights (in the video) will be on add to them key sign and D light will be on.
So whenever I put the key and turn switch on and key sign and D light is off I know that I can't start the van.

Great! Now use starting fluid inside the intake tube to see if it will run for a short time on the fluid, this will help test for spark or you can check out this guide.
