Honda CRV Wheel Noise

My CRV has developed a very loud wheel squeal that sounds like metal on metal. It will do it at 2 mph (very loud) up to highway speeds. This is when I first noticed it. My dealership told me it's a tire problem and not the wheel bearing which is what I thought was the problem. The tires are 90% and I know that it is not tires or brakes having had experience with those types of noises in the past. When I turn the steering wheel or apply brakes it temporarily stops but comes back once moving straight forward. Any thoughts on what it could be?

Look at the shielding in the back of the brake rotor. That is easily bent and/or pushed in so as to rub even ever so slightly.
