Radiator replacement

My Honda Civic EX temp gauage went almost red. The shop first said the fan but then replaced the thermostat. The car is fine on local streets but runs hot 3/4 to almost in the red on highways. I see no coolant leaks. Could the radiator still need to be repaired? The shop says the fan is fine. They put a thermometer by the engine and radiator to support their recommendation. It runs about 180-200 by the engine and anywhere from 100-200 by the different areas of the radiator.

I would venture that there is a leak in the system. It lets in air and disrupts the cooling system. You can have it pressure checked. Not all leaks let out fluid, some like at the top of the radiator let in air.
