91' Honda Civic EX / 5 Speed

The car is acting like it is running out of gas so I took it to a shop and the mechanic says its going into a over rich mode and dumps raw fuel into the engine. He says its not the MAF, it checks out. It doesn't always do it, sometimes I can drive it to work in heavy traffic with no problems and other times I can drive it 1 mile and it starts acting up. I can push in the clutch and coast for a while and it will clear itself out for a little bit and if I'm idleing I can turn off the car and restart it and it's fine for awhile. I need help.

Is the check engine light on? If it's running that rich it should be! But check the pressure regulator on the fuel rail.
