92 civic high idle and runs rich

My brother inlaw has a 92 honda civic with a d16z6 vtech engine. It idles at almost 3000 rpm's and runs very rich. I just tried to replace the oxygen sensor and it didn't help at all. What else do you think it could be.

Probable causes of an engine running rich are as follows:

1.Fuel pressure not within specs.Can be cause by restricted fuel return line or defective fuel pressure regulator.
2.Defective Oxygen Sensors.
3.Leaking injectors.
4.Coolant temperature sensor out of calibration.
5.Restricted air intake system.
