2001 Honda Civic Steering wheel vibration

Background: Front brake pads first replaced at 84,000 mi 7/07 no problem prior to this. Since that time the rotors have had to been cut twice as steering wheel vibrates when stepping on brakes. This was last done at 88,000 in January now at 91,000 it's starting it again. Repair shop can't find any other problem. Possible bad pads?

I would be first checking the thickness of the rotors, if they have been cut twice so far, and with natural wear they may be underside and more prone to warping, the pads will not normally give this type of problem, when you say vibration, do you also feel a slight pulsation in the brake pedal? This will be a warped rotor, so I would first have them measured for usable thickness and if under size fit new rotors.
