1990 Honda Civic Car wont start

I have a 90 honda civic with the 1.5L. I had it die on me going down a hill at highway speeds. Then it worked a few days later. Then I friend was using it and on the highway it blew the timing belt because of the water pump I think. I put a new water pump and timing belt in and it started up and I drove it a few miles. The next day I was going somewhere on the highway and the same hill I was going down it quit on me again and I got it back to my place and still wouldnt start. It gets fuel and spark but wont start. Sometimes it sounds like its close to starrting. I checked the timing many times and it appears to be correct. Do you think the belt could be bad? Or any ideas? I have it at a shop now and they havent had any luck with it. They thought the engine was junk from it breaking the belt on the highway but I told them I got it to run after that. Any help or ideas would be great. Thanks.

Have them do a compression check. That will quickly tell you if the engine is junk or not. Or if the belt is off.

When I was working on it I did a compression check myself and it tested fine. Would you think the belt could be stretched? Im going to call them tomorrow but I dont think they know what they are doing its been over a month. And its still sitting there and they dont have an answer for me still. I just want to know if its fixable or junk. Thanks for the help. Let me know what you think
