If nothing else works
The speedometer cable could be going bad.
It's an easy fix.
You can buy a new cable from the Honda dealer. Cable only. No cover.
Disconnect it from the transmission side. (Small bolt holding it in) pull out the old cable while lightly turning it. Thread in the new cable turning it clockwise while you push it in (don't force it) and re-attach it to the transmission.
You don't have to take the dash apart or change the whole thing with the cover.
The cable comes greased but you can add some bearing grease to the cable.
