1997 Honda Accord Check engine light & bad gas mileage

About a month and 1/2 ago my check engine light came on. I took it to the repair shop, they scanned it and said it was low flow to the EGR valve. They replace both the ERG valve and sensor and the check engine light came back on within a day. They scanned it again and it still says low flow EGR. In the mean time, I have been getting increasingly poor gas mileage. From 26, to 21 to 17 mpg for the same type of driving. Yes it's gotten colder outside but enough to make it this bad? That didn't happen last winter My gut feeling is an 02 sensor(s) need to be replaced.

I am not an emissions expert but I concur with you on the feeling that it is related to the exhaust. I suspect the O2 pre cat.
