1997 Honda Accord Car won't start or turn over?

I'm having issues where at times my car won't start and as I wait I tried over and over and finally with enough patience I get it to start. I'm still unsure what the term "turn over" means. So I'll give you and example of what I'm having; when I go to start the engine it doesn't click, it's like it's dead, but I still get power to my radio, headlights, etc to it fine. I also replaced it with a new battery and still the issue is still there. Can you direct me with some troubleshooting.

When this happens, have a helper turn the key to the start position while you check for power to the smaller wire on the starter. It should be getting 12+ volts.

Let me know what you find.

Can you direct me where would this wire to test the voltage drop for the starter located?

One more thing I went to check the voltage at the Starter Relay connector and one input had 12 volts present, but for some odd reason when I went to insert the connector back in, the car started fine over and over and then I start playing with the relay connectors and wiggle back and forth, that's when the issue with the starter won't crank over. Could this be a bad relay or loose connections to the Relay itself.
