Didn't check the lone ground in lower diagram. I'll check that ground as well.

I haven't rechecked the wiring yet. I'll update when I do.

Ok did some more tests. The tests were at the wiring harness that directs power to resistor. With truck on and fan set to off 9.75v at all 4 wires. When the fan controller is turned on there is no voltage at any of the wires. I tested with harness plugged in and sticking multimeter probe in where the wire goes into the harness. So what I'm seeing 9.75v going out when not turned on but as soon as fan is switched on 0 volts at all 4 wires.

Yep, this points to the speed control module being bad or a bad ground.

The speed control module is the control with knobs? Old and new would be giving same readings. What do I do for the ground?

The same tests I gave you before. The speed control for the blower motor no the HVAC control

Going into the climate control module is 12.4 volts, going out to the regulator 0 volts. There is no continuity coming into the wiring harness that goes to regulator to control fan speed. The climate control module had no continuity coming out where the harness meets up. I hooked multimeter lead to positive battery pole and one to ground at wiring harness and no continuity. Did both with truck on and off. What other tests need to be done? The voltage coming into the climate control module at the wiring harness is 12.43 volts. Is this point to a bad wiring harness that goes from control module to regulator/resistor?

Yep, that is what it sounds like, you have done everything else.

What would that wiring harness be called? Fan control harness? Thanks

Could you provide a part number? It should be a 3 plug harness right? One to control module, one to regulator, and one to blower right?

It should be called the HVAC harness, I would call the dealer to find out for sure.

Ok so went back over all the tests. The only pin where the relay plugs into fuse board tests good now pin 30. The other 3 tested bad. I went to test the tpim individual connections but can't get the harness off the back of the fuse box. I got the level pulled back perpendicular to the fuse box but seems stuck. Is it safe the pull hard? Checked the wiring harness in the kick panel but obviously tested bad since testing bad at relay.

I would not pull to hard, you can damage the wiring/connectors

So you checked the wiring, power and grounds, and you replaced everything and it still does not work? You also run a CAN scan and it returned nothing?

I'll try a CAN. Not everything was good no power coming out of control module so bad ground wire? Wait have an obdII not a CAN.

No codes. Fan works when jump the relay. Relay is good. No continuity on the ground part of the time relay spot. 30 pin is hot and rest didn't show voltage or continuity. Shoukd I test the resistance?

Pin 85 is weak on the test light. All other points test good with light. 12.43v going into control module engine off 14v engine on. Continuity through all points from end of wiring harness to resistor blower control to fan motor. Test at fan blower and both points light the test light.

Test the resistance at 87 pin spot on the relay or all spots?

I would test all spots

Pin spot 85 105 ohms
Pin spot 87 1800 continuity ol ohms
Pin spot 86 1.05 ohms
Pin spot 30 ol

No.it said pin 86 is supposed to be between 5-10 ohms it showed 1.05. No ohms to negative at blower motor, resistor, or control module.

I checked wiring harness under tipm, in passenger side kick plate, resistor. I can't seem to release the individual wires from the harness that plugs into control module that is the out to resistor and blower motor.

Yep, they can be stuck, you just need to work at it.

Do you know any tips since I don't have the proper tools? If not mini screwdrivers and paper clips it is.

My neighbor needs to take his truck to Cali through the desert. He needs ac. Is it safe to use a cigarette lighter power plug and run positive and negative straight to fan motor so he has temporary ac? That already has a internal fuse right? Is there a way to test the wiring harness going to the resistor?

Pin 85 where relay plugs into tipm tested weak with the test light.

Yep, it sounds like you need TIPM which we when over days ago.

I took it apart and the connection was clean no burn or corrosion. There is only the one power wire blue/yellow going into harness in to tipm right? Is there another wire in that harness to check?

How can I test if the tipm connection is tight? I wiggled the relay and pushed down everything I could to see if I could make contact. Is there a ground wire for hvac in the tipm?

I don't think there is a ground wire to the TIPM, please go over the wiring diagrams to be sure.
