Hi,
It sounds like the switch is actually bad. Over time, a circuit breaker in the switch will get weak and fail. Have you replaced it yet?
Also, can you let me know if the vehicle is a standard Cherokee or a Grand Cherokee?
I attached a pic from a standard Cherokee and circled the internal circuit breaker for the headlamps. I have a feeling that it kicks off (turning headlamps only off) and then cools off and works again.
If this is a standard Cherokee ( not a Grand Cherokee) here are the directions for replacing the switch.

PROCEDURES
1. Disconnect battery ground cable, then pull control knob fully outward.
2. Working from underneath instrument panel, depress light switch shaft retainer button, then pull shaft from switch.
3. Remove light switch ferrule nut from front of instrument panel.
4. Disconnect switch electrical connector, then remove switch from vehicle.
5. Reverse procedure to install.
