If they are on all the time now or at least do not shut off once they are on, you should be able to trace the power back to where the issue is. Either you have a short in a wire or possibly an issue with the fuse block.
Just want to make sure you replaced the relay 46 as there is a separate relay for the fog lamps and high beams so we need to make sure it is the correct one.
Lastly we may have an issue with the switch as well. Clearly the fact that after the relay was replaced they seemed to work would point to a relay issue especially since they are now not shutting off as well. However, this may be a coincidence.
When the lights are on, let's pull the relay and reinstall it and see if they shut off. Also, when you remove it, is it hot?
