Hard to start when engine is hot

My 1995 Dodge Spirit, 3.0 6 cyl is having a hard time starting when the engine is hot. Starts fine in the morning after sitting all night. I did a voltage test on the battery and its fine so i cleaned up all the contacts and the ground but still having the same problem. Do I need a new starter?
