Fuel pump not priming

Sometimes the fuel pump primes and sometimes it doesn't. When it shuts off it sadly drives out smoothly with no problem but the other day it started acting like it couldn't or wasn't getting any fuel, so we replaced the fuel pump and relay under the dash on the driver's side. Now when and if the fuel pump comes on it takes longer to start than it should. Yesterday it cranked so I was driving it and it started acting like it wasn't getting fuel and then it shut off on side if the road. It smelled like something was burning. We have replaced the fuel pump, the relay and the distributor and nothing has fixed it. Hooked a test light up to it and it showed it wasn't getting enough power to the fuses under the dash on the driver side. Help please.

Hi,

I read through your thread. My biggest concern is the smell you noticed and the voltage at the fuse panel under the dash. By chance, did any fuses fail? Also, can you let me know which fuses you noticed having a voltage issue and what voltage they are receiving?

The idea that it smelled like it was burning leads me to believe there is a short at some point or the fuse panel may be failing.
