Why my fuel pump will not prime right away

So before I replaced my fuel pump I would turn my car on and leave it in the on position to prime and the fuel pump would not turn on until five to twenty minutes later. Then while running it runs fine. Replaced fuel pump and main relay and continues doing the same thing. Any ideas?

Has filter been changed? Is pump getting twelve volts and a good ground?

That length of time sounds like some immobilizer systems. A shop with a dealer level scan tool could look at it and see if the key is triggering the ECM to prime as it should.

A 92 civic has no immobilizer system and could be started with a screwdriver. Honda did not introduce immobilizers onto their civics until 1996.

OP stated it was a 95 not 92 and Honda offered a dealer installed system starting in 94 that would shut down the fuel system unless you used a special chip in a slot under the dash.
The Integrated Honda system wasn't on US Civics until 1999.
