Fuel pump not working properly

Hi, so my car would turn over but would not start. After about a week it miraculously started again. Then the next day it would not. We replaced the fuel pump. But still it wasn't clicking on. We cannot find a fuse or relay. We have no idea what the issue is.

I've attached a picture of the fuel pump relay below. It's in location M18.Here is a tutorial showing how to test a relay:
