A/C compressor won't cycle off

Have a 98 Chevrolet Lumina 3.1L with 75,000 miles. Noticed the A/C compressor does not cycle off as usual. When A/C is turned on, it starts and cools as normal, but the compressor stays on and does not cycle on and off as usual. Is this a symptom of too much freon or too little?

Low freon would not allow the compressor to come on. My guess would be a sticking relay.
