2000 Ford Windstar Electrical Malfunction

After replacing the alternator and the battery, all the panel lights, seatbelt warning signal, and head & tail lights stay on. Also the locks make a slight noise but won't move, and the gas gauge won't register. The EFI sometimes won't start as well. What gives?

I would disconnect the battery recheck the work
and the wiring
clean terminals
reconnect battery terminals
check fuses and relays

I believe I have a box next to the battery, and one next to the pedals behind the firewall; I can visualize the fuses one by one, but how do I check the relays, and the FEM? (Would all these devices be acting this way over one fuse or relay?) The battery was installed by Sears, and it still hasn't resolved. How could an alternator cause this?

Aftermarket alarm and or remote starter if have any have it checked
