2000 Ford Windstar blender failure

A/c and heat work great but unable to switch the blender from the defroster. the Blender actuator was replaced with new and the switch was replaced. all connections are intact. Is there another relay such as those in the fuse box area (all fuses are good and checked) that controls the switch over form vents to defroster.

thats usually vacuum operated, the hot cold blend door is electrical. look under hood and see if you can see the vqacuum line that goes into heater box area and see if you have vacuum. when you lose vacuum to the heater control assembly the default is defrost. let me know
