1995 Ford Windstar electrical problem

On the fuse panel there is #2, #14, #18, #19, #21, #36 at least every other day and I replace it with the 30amps fuse, #39. Also I found that from the relay box is missing the Aux Htr. And last but not least in the Engine compartment main fuse panel H, E, F are also missing and V. Will this matter? My father was a mechanic and taught me some what but he has passed on and I have to learn more.
