1994 Ford Tempo Wont start

We have a 94 ford tempo. It has been running fine. My husband got off work and it wouldn't turn over. All it does is make a clicking noise. He had the battery checked and it was fine. Took the starter off and checked and it was still good. He changed out one of the relays and still wont even try to turn over. What else can we check or do?

What relay and which starter is it?The small permannet magnet with it's own seliniod or the larger single large hot wire no selinoid model?Why do I ask?I am trying to determine where the clicking originated. It is most likely a selinoid contact faliure. The selinoid being simply an electric clamp switch. Sorta like crossing to posts with a wrench!On a 94 I dont know if they continued to place a selinoid on the drivers side inner fender under hood. If you have the small starter it also has a selinoid. Confusing?That's ford for ya?If you have the selinoid on inner fender then try crossing the small upper pin/post by removing rubber wire plug by just pulling off. Then take a screwdriver and cross this small post with larger post below and to the rear it should have the large red positive cable from the battery and several other smaller wires attached to it. This should make the starter operate. If it just clicks. Then determine if click is local or down on starter. If you have large starter that does not have it's own selinoid then click has to be at selinoid you are screwing with!Replace it. Or disasemble it(i'm not sure all of the diff brands disassemble) and flip/rotate inner contact plate to gain fresh clean contact surfaces. Reassemble/reinstall and test. Or put new 1 in and test. They are relatively inexpensive.
