The most common cause of a sticking parking brake is the final cables that go into the drum assembly. They rust and get stuck. It usually is the result of not using the park brake. As a result, it corrodes, rusts, and this happens. If you can lift the rear of the car safely, check to see if it is both cables or just one side. Try spraying the cable with penetrating fluid and working it to see if it comes loose. If it doesn, you will need to cut the cable as close to the drum as you can.
