When I turn my wheel, I get a loud rawring noise. The power steering works fine, and there is plenty of fluid.

The sound is coming from the pump. This is a very common problem on the fords around the mid ti late 90's. If you replace the pump, get a new factory one or you will have the same noise with a remanufactured one.
