1998 Ford Ranger 4x4

My '98 ranger 4x4 has the turn nob for 4x4. I can lock 4x4 in and the light comes on and the front driveshaft locks. I can spin both axled shafts freely while in 4x4. I can't hear any noise of any kind. Why would the 4x4 not be working?

At each wheel in the front you will find vacuum lines going to the hubs. Pull them off, clean the metal tubes and the vacuum lines. They are probably corroded a bit and leaking. I used a little silicone on the outside of the tubes when reattaching.
