2000 Ford Ranger unusual sound

I have a whistle coming from under my truck sounds like is coming from the front wheels sometimes from both sides.
I have tried different things to narrow down this noise, or try to make it change or go away.
I push the brakes no change in the whistle, rev up the engine no change, and I also placed the vehicle in nutrial and let it roll with the engine turned off and the whistle was still there and no change in the sound.
Also if it is not making the whistle it will return agian when I put the truck in 4 wheel drive. There is nothing I can do to get the noise to stop.

Are the brake warning sensors on the pads touching the brake rotors?

Is this a 4 wheel drive vehicle? If so, the whistle is coming from the inner hub seal. It is a common noise concern on the 4wd rangers. You can check it by spraying white lithium grease or penetrant lube on the seal (can be done without removing anything) and driving it. If the noise is gone, replace the seals as the spray will only last for a few miles at best. Hope this helps.
