THERE IS A BLUE WIRE WITH ORANGE STRIPE GOING FROM UNDER FUEL PUMP RELAY. THER IS VOLTAGE FROM UNDER RELAY, BUT NOT ON TOP WHERE RELAY IS. WHERE DOES THIS WIRE GO?

The light blue with orange stripe goes to the computer controlled of the fuel pump relay ground driver.

THIS BLUE WIRE WITH ORANGE STRIPES GOES INTO BOTTOM OF RELAY BOX. THERE IS POWER ON THE BOTTOM, BUT NOT ON TOP WHERE THE RELAY PLUGS IN. WHAT COULD BE THE PROBLEM?

Test the PCM power relay it powers the red wire on the fuel pump relay socket.
