No Power on OBD connector

I have an 97 Ford F-150 with 150,000 miles on 4.6L engine. Last week it started missing at 45+ mph. The computer I purchesed did not work when I plugged it into the connector, but worked fine on my other car. The maker of the computer says I do not have an power on the connector and they were right. I checked all known fuses. The only fuse found blown was a power point. Replacing did nothing to help with the problems. Today I replaced the fuel filter, oxygen sensor, a vaccum hose that runs to a solenoid by the master cylinder, and PVC value. The truck seems to have more power, but still has the miss. The plugs are about 5 months old and the couple I looked at look fine. The check engine light blinks then goes solid. Since shotgunning is not working, were is connector getting it's power from or is something like the PCM gone?

That was it. What amp fuse. There was no fuse in 12 and the manual I have showed 12 was not used. I put a 15 amp in and the computer fired up saying P0303. Cllinder 3 mis fire fuel sys 2 cl-fault.

I switched wire 3 and 7. Reset the DTC. I drove for a while. It ran fine, but then started to run ruff again. The check light came on. This time it is P0401. It has not showed the other fault yet.

Hey:
There was no vacuum at the ERG. The DPFE solenoid is that ERG vacuum Regulator? I traced back to a solenoid. There is vacuum up to that solenoid and none coming out. The local auto parts say that ithe solenoid is a dealer item. Can you by- pass the solenoid until the solenoid is obtained? In going back to the misfire. The swapping of spark plug cables (3 & 7) moved the misfire to 7. Will be replacing the wires. That looks Like a real joy.
