When you crank the engine, it starts, and immediately cuts off. If you put foot on accelerator right when it starts, you can keep it running with RPM above 600. You can drive if you keep RPM above 1000 as you put in gear. As it warms up, then it will stay running but the RPM pulses between 400 and 600 once per second while at idle. It just started as the weather got cold, but this may be unrelated. Is this related to either the IAC or EGR valves? Any other options or ideas? When put on the test equipment there are no codes showing.

Is this related to either the IAC or EGR valves? Could be to include the throttle position sensor and clean out the throttle body/plate/air passages.

To me it sounds like the throttle body needs to be serviced along with the IAC valve needs to be replaced. Here is the location of the IAC so you can change it out and a guide that will help you as well.

this guide can help as well

I have also seen the idle air control valve hose go bad and create a vacuum leak so I would check that as well. Check out the images (below). Please let us know what happens.
