Won't start

My 1999 F150 doesn't always start. The engine spins but seems not to be getting fuel or not getting electrical spark. Doesn't happen always and will start after a period of time. It is very irregular and not when engine is hot or cold just every so often. I am thinking its an electrical module or some sort of fuse that regulates fuel and or spark but I am not sure.

Next time it refuses to start do below to determine if its fuel or spark issue

Get a helper disconnect a sparkplug wire or 2 and ground it to the engine atleast 3/16 away from ground-have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, coil's resistances, distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it

Had it to dealership and they can't tell what it is if it isn't doing it at the time. Problem is, when it won't start I'm usually is a parking lot. Had a complete tune up, spark plugs, fuel filter, diagnostic, etc. And still did it. A friend said it was probably the electrical and there was a box under the hood on the drivers side. I now carry a cooler with ice packs and when I go shopping I put the ice pack on this box. This has really helped. Other than people wondering what I'm doing. Real good advertising for Ford.

You should need to do that, can you send me a picture of what you are doing so I can see?
