1993 Ford F-150 fuel pump

I have two gas tanks and the rear tank pump seems to be intermittent in working. When it does work, I can only use it if I switch to it at high speed as it will not work if there is any strain on the motor. How difficult is it to replace the fuel filter. Can I do it myself? Do I need any special tools. What should I expect to pay for a fuel filter? New? Rebuilt? Used?

Do you mean replacing the fuel pump, not filter?

Sorry, I meant replacing the pump. I assume it is not a filter problem as then it would affect both tanks. Correct?

Yes most likely. To replace the fuel pump you have to drop that fuel tank down. Then there is a lock ring on top of tank that has to be rotated counterclockwise to release the pump. No specialty tools are required and a new fuel pump costs around $150 for new
